A practical and proven framework that brings together the insights of local technology actors with global insights and best practices for locally relevant drone regulations.
In 2023, together with Namibia Flying Labs and Deloitte D2i, we embarked on a collaboration with the Namibian Civil Aviation Authorities, to find a solution bringing together the insights of local drone ecosystem actors with global insights and best practices. This to help adapt existing drone regulations with locally relevant insights and data.
In 2024, we have replicated the framework in Kenya, together with the Kenyan Civil Aviation Authorities. Followed by Togo in 2025, to support the creation of the first drone regulations for the country.
Creating responsible and safe regulations and policies for emerging technologies is challenging. For example, for drone regulations, most regulators miss relevant local data and insights on how drones are used in the country, how they can provide value for the local economy and social issues, and what key challenges the actors of the local drone ecosystem face. Without such data and the inclusion of the actors of the local drone ecosystem, regulations are difficult to apply in practice, inconsistently enforced, or informally bypassed, undermining both effectiveness and legitimacy.

The Drone Regulations Engagement Framework offers local Civil Aviation Authorities a proven, affordable and highly specialized consulting practice that is co-led between local drone experts of the Flying Labs Network and WeRobotics.
Our Drone Regulations Engagement Framework offers a methodology to co-create locally-relevant insights and recommendations with all current and future actors of the local drone ecosystem. And to complement these local insights with global recommendations and best practices.
Through co-creation workshops with actors of the local drone ecosystem and desk research, the framework provides Civil Aviation Authorities with following quantitative and qualitative outcomes:
